About the Position

Under supervision, performs a wide variety of dispatch and routine, non-hazardous law enforcement functions in a non-sworn capacity on a rotational basis within the public safety department; performs related duties as required.

When assigned as Communications Dispatcher, this position performs the tasks necessary to effectively dispatch police, fire and park operations units as required: receives telephone calls from citizens, employees or other agencies requesting general park information, police or fire assistance; transmits and receives radio messages; analyzes situations and dispatches the appropriate units; dispatches mobile units and other equipment to specified locations as ordered; makes telephone requests for ambulance, vehicle towing, or other emergency services as requested by officers in the field. Monitors other law enforcement and fire agencies' radio frequencies and rebroadcast pertinent information. Operates and makes minor adjustments to radio telephone transmitting and receiving equipment. Performs varied clerical duties such as typing, teletypewriter operation, maintaining message logs, assisting on reports and records, filing and answering of inquiries from the public and other agencies.

When assigned as Community Service Officer, this position performs the tasks necessary to assist sworn police personnel with routine, non-hazardous law enforcement office and field work: provides general assistance and direction to the public; conducts high visibility patrols; issues citations for misdemeanor and infraction violations; issues crime prevention notices; takes reports of property damage, medical emergency incidents and minor misdemeanor crimes; performs traffic control and direction; assists with crime scene control; collects evidence and property as directed; conducts fishing permit and park user surveys; performs gate closures and security checks of buildings and facilities; transports mail and evidence; conducts information checkpoints and educates trail users; arranges for the towing and impoundment of vehicles; performs first aid and CPR as needed; provides clerical assistance in a support capacity such as typing, filing, answering phones, entering and retrieving computerized data.

The East Bay Regional Park District's Department of Public Safety is modern, well-equipped and diversified in the services it provides. The Department has an authorized patrol strength of 60 sworn officers, supplemented with seasonal officers and a reserve officer program. The Department's vehicle patrol includes car, motorcycle (street and off-road), horse, boat, and helicopter patrols. The Department has its own detective unit for crime investigation, and a modern dispatch center located at department headquarters. The authority to police our lands comes from the State Public Resources Code (Section 5561) which confers all the powers found in municipal police departments. The Department of Public Safety is thoroughly professional and well respected within the communities it serves.

Minimum Qualifications

  • Education: Equivalent to the completion of the twelfth grade, and
  • Experience: Two years of recent, responsible work experience

Knowledge, Skills And Abilities

Knowledge and appreciation of the purposes and general methods of police and fire dispatching; knowledge of routine clerical operations, ability to type 40 words per minute, filing and preparation of accurate reports; manual dexterity to operate telephone, radio and computer keyboard equipment; ability to speak English clearly and audibly; ability to memorize and retain information quickly; physical capability (e.g., lifting, eyesight and, hearing to satisfactorily complete job tasks); ability to spell correctly; ability to learn the laws, regulations and rules applicable to area of assignment; ability to learn operating procedures and policies of assigned division; ability to follow instructions, to reason clearly, analyze situations accurately, act quickly and effectively in emergency situations; ability to develop and maintain productive and cooperative working relationships with other District staff, other agencies, volunteers and the public.

Vacancy Situation

The current vacancies are in our Communications Center located in the Public Safety Department in Castro Valley. The hiring pools established as a result examination process will be in effect for twelve months and of this will be used to fill the current vacancy and any other vacancies that may occur during the life of these pools.

Selection Process

All applicants who meet the minimum qualifications will be invited to take the POST entry-level dispatcher test. Those individuals scoring highest on the test will be invited to an oral panel interview. Candidates chosen for hire must be able to pass a District polygraph test, medical examination, psychological evaluation, and a background check prior to employment. The probationary period is eighteen (18) months.

Special Conditions of Employment

  • Shift Work, Uniforms, and Additional Certification Requirements: This classification is required to work all shifts (day, swing and graveyard, including weekends and holidays) on a rotational basis. A prescribed uniform is required; a uniform allowance is provided by the District. Current First Aid and CPR certificates are required as a condition of completion of probation and continued employment in this classification.
  • Driver's License: A valid California driver's license is a condition of initial and continued employment in this classification.
  • Direct Deposit: Pay by direct deposit is available.

Union Representation

The District's Police Association (PA) represents this classification. Wages, hours and other terms and conditions of employment are covered in an Agreement between the District and the PA. Union dues are approximately $41.40 per month, depending on coverage choice.
