About the Position

Under close supervision, the Police Officer-Recruit will attend a California Peace Office Standards and Training (POST) approved Basic Academy and will successfully complete the course of study necessary to gain peace officer status in the State of California. Academic progress and physical achievement are closely monitored during this training period.

The Police Officer-Recruit attends a California Basic Academy which includes courses necessary to gain POST approved peace officer status; may attend an orientation within the Police Department or District.

About the Police Department

The East Bay Regional Park District's Police Department is modern, well-equipped and diversified in the services it provides. The Department has an authorized patrol strength of 60 sworn officers, supplemented with seasonal officers and a reserve officer program. The Department's vehicle patrol includes car, motorcycle (street and off-road), horse, boat, and helicopter patrols. The Department has its own detective unit for crime investigation, and a modern dispatch center located at department headquarters. The authority to police our lands comes from the State Public Resources Code (Section 5561) which confers all the powers found in municipal police departments. Minimum Qualifications

  • P.O.S.T.: Must meet current peace officer selection standards as set by the California Commission on Peace Officer Standards and Training (POST), and

  • Citizenship: Applicant must be a citizen of the United States, or, if a permanent resident alien, must attain United States citizenship within 3 years of employment, and

  • Education: High School graduation or passage of General Education Development Test (GED), and successful completion of at least 24 semester or 36 quarter units of college level courses. For purposes of this requirement, credit will be given for units recognized by POST in the completion of a Basic POST training course through an accredited institution or agency, and

  • Physical: Must be at least 20.5 years of age, and free from any physical, emotional, or mental condition which might interfere with the ability to perform the essential functions of police duties, as determined by the District's physician/psychologist, and

  • Character: Must be of good character and reputation and not have been convicted of a felony crime or serious misdemeanor offense and must be able to pass a strict background investigation.

Special Conditions of Employment

The Police Officer-Recruit is distinguished as an entry-level classification and is a non-sworn position that has no police officer powers. Incumbents must successfully complete the POST Basic Academy in order to qualify for status as a Police Officer. Incumbency in this class is limited to a period not to exceed seven (7) months and to those individuals who have not completed a California POST certified Basic Peace Officer Academy within the last three years. A valid California driver’s license is a condition of initial and continued employment in this classification.

Notification

Application materials will be kept on file until a new testing process begins or up to one year (to be considered current, applications must be dated within one year of the test date). When a new testing process begins, if application materials are current, applicants will be notified of the disposition of their application. A letter will be mailed to your home address.

Selection Process

All application materials meeting the minimum qualifications, providing they are current and on file in Human Resources by the application deadline date for each test, will be reviewed by a screening panel to select the best qualified for testing. Possession of minimum qualifications does not guarantee an invitation to test. The District plans on conducting a test about every eight months, depending on need. [The last test was administered in July 2008.] The selection process will include the following steps:

  1. Written Test and Physical Ability Test: All applicants for Police Officer-Recruit are required to take these tests whether they have taken them through other agencies or not. Applicants who pass the Physical Ability Test, and the Written Test with a minimum T-Score of 47, will proceed to the oral board interview.

  2. Oral Board Interview: An interview panel will establish final hiring pools.

  3. Remaining Examinations: background investigation, polygraph, psychological, medical. Failure on any remaining exam will result in removal from the hiring pool.

  4. Probationary Period: once hired, the candidate must pass a 12 month probationary period following successful completion of the POST Basic Academy.

The hiring pools established as a result of each selection process will be in effect for one year and will be used to fill vacancies that may occur within the life of the pools. New hiring pools will be integrated into already established pools.

About the Benefits Package

The District offers a comprehensive benefits package to its regular, full-time employees, the relevant version of which includes: paid vacations accrued at 12 days per year, to start; 13 paid holidays per year; paid sick leave accrued at 12 days per year; paid medical (California Public Employee’s Retirement System – CalPERS – medical plan and a Section 125 cafeteria plan) and dental insurance (beginning the first of the month after 3 full months) for employees and eligible family members; paid life insurance and a $50,000 benefit for accidental death; and a variety of career and life enhancement benefits such as tuition reimbursement, Credit Union eligibility, confidential family assistance counseling, and paid and unpaid leaves.

The District offers a generous pension package: While attending the Police Academy, the employee is covered under the PERS 2.5% at 55 retirement plan for miscellaneous employees. Upon successful completion of the Academy and after being sworn-in as a Police Officer, the employee will be transferred to the PERS 3% at 50 retirement plan for safety employees. The retirement plans are integrated with Social Security. Additionally, the employee may elect to participate in a voluntary deferred compensation program (ICMA), to which the District contributes as well.
